<p>And recently added: “It’s good to see that companies are putting aside years of scepticism and taking a serious look at products which can offer long term financial benefits”.</p>
<p>DSX Extra has proven over time to extend parts and engine life, improve fuel economy and system efficiency, as well as lower CO2 emissions, resulting in a reduction of carbon footprint.</p>
<p>Having been told many times from companies and individuals within the haulage industry that they’ve “heard it all before”, Bill Friend has a final word for all those sceptics : “I know you’ve all heard it all before about wonder products to improve mpg and reduce your running costs, but with the levels of interest being shown in our products, if they are the ones which work, can you afford to be left behind”</p>
<p>And when asked about his search for testimonial companies to trial the product he replied: “We’ve received strong levels of interest since our launch and due to this our testimonial prices will not be available for much longer. <p>The RET sets ferry fares to the equivalent cost for vehicles travelling the same distance by road and in 2008 a pilot scheme was introduced for the Western Isles, Coll and Tiree. But from April lorries will not be included in the scheme, which will continue for cars, coaches and small commercial vehicles under 3.5 tonnes.</p>
<p>Christopher MacRae, FTA’s Head of Policy in Scotland, said: “Ending RET for lorries is bad news for operators and the island communities themselves. It will increase transport costs further and, if these costs are passed on, it will see the cost of living rise too. RET was introduced to boost the local tourist trade and island economies, and it has been widely acknowledged that in this respect it has been very successful, but let’s not underestimate the vital role that freight has played in the success of island life. In the current economic climate, threatening inflation to Scotland’s tourist industry is a grave misjudgement.”</p>
<p>RET will be replaced by an enhanced discount scheme offering up to 25 per cent discount on ferry fares (up from the pre-RET maximum level of 15 per cent). It is also intended that the new larger commercial vehicle discount scheme be made more inclusive than its predecessor to avoid bias against small to medium volume users. It is intended to implement the scheme by the end of March to coincide with the ending of RET. Further, it is understood there may be transitional arrangements.</p>
<p>MacRae concluded: “It is understood that the new lorry discount scheme will not apply to occasional users, and even with a 25 per cent discount, costs to larger commercial vehicles will increase by over 100 per cent.</p>
<p>“Budgetary pressure is cited by Scottish Government as the reason for the financial cutback of RET for lorries, and we understand that the proposed new lorry discount scheme will not be extended to other routes. Yet RET will be extended for cars, small commercial vehicles and coaches to inter island services across the Sounds of Barra and Harris and there will be further RET pilots but again lorries are not included. It is also planned to extend RET to other West Coast and Clyde islands, but again not for lorries. FTA has written to the Minister for Housing and Transport expressing our dismay and concern at these decisions.”</p>

Lucky Red is part of the Yearsley Group, since it was acquired as part of the takeover of Ice Pak Seafood Specialists earlier this year. Lucky Red chose Isuzu because of the combination of the product&#8217;s strong reputation for reliability and impressive payload carrying capacity. The two new Isuzu N75.190 refrigerated 7.5 tonners, both fitted with Solomon 4.26m refrigerated bodies, are now operating on multi-drop regional work, delivering frozen food predominantly to Chinese restaurants in the north of England, each covering an estimated 80,000 miles per annum. As Mark Haslam, head of logistics at Yearsley Group says, &#8220;We&#8217;ve been operating vehicles at 7.5 tonnes, but we now need the improved payload that is achievable by switching to Isuzu. Before committing to the brand however, we did speak to other operators of Isuzus and were even given access to telematics information. <p>Proposals to impose a road user charge for vehicles over 12 tonnes have been broadly welcomed by FTA, which has long argued that foreign lorries should pay their way on the UK&#8217;s road network, as long as it doesn&#8217;t bring with it an extra cost or administrative burden to UK business.</p>
<p>Commenting on a government consultation on lorry road user charging published this morning, Simon Chapman, FTA&#8217;s Chief Economist, said:</p>
<p>&#8220;Foreign lorries don&#8217;t contribute a penny to Treasury coffers, leaving the taxpayer to foot the bill for the external costs they cause. To compound the situation, foreign trucks fill up with diesel bought outside the UK, where fuel duty is far lower, so not only do they avoid contributing to the UK economy at the pumps, they also put domestic companies at a massive commercial disadvantage. Clearly, ensuring that foreign lorries pay to use our roads is the right thing to do, after all many UK hauliers spend thousands every year on using roads in Europe via different road user charging schemes.</p>
<p>&#8220;The proposal recognises that for this system to work it needs to be both revenue neutral and not administratively burdensome for UK hauliers. The proposal to ask for payment from UK hauliers at Vehicle Excise Duty renewal time is sensible. But as ever the Devil is in the detail and FTA will be making sure that the final proposal works for, and not against, the industry.&#8221;</p>
<p>The high-rate of duty of UK-purchased diesel compared to diesel purchased elsewhere in Europe has provided foreign carriers with a cost-advantage over UK-based hauliers. Meanwhile the gradual liberalisation of domestic haulage markets in Member States has allowed hauliers to compete fiercely for business on price, and undercut domestic rates charged by UK hauliers &#8211; pushing rates to uneconomic levels in certain parts of the UK, particularly around East Coast ports.</p>
<p>Chapman concluded:&#8221;A lorry road user charge will go some way to assuage industry fears over threats from Europe that restrictions governing the number of freight movements allowed in a foreign country could be removed.</p>
<p>&#8220;This ticks the right boxes in terms of fairness, firmness and forward thinking on future competitive challenges that the UK haulage industry may face.&#8221;</p>

<p>Most EU states charge lorries for using their roads, which means that British vehicles have to pay to drive in Europe, while foreign lorries can drive for free in the UK.</p>
<p>Minister Penning said: &#8220;We want to ensure that UK hauliers get a fairer deal and help maintain the competitiveness of our logistics industry.</p>
<p>&#8220;Each year there are around 1.5 million trips to the UK by foreign registered lorries &#8211; but none of them pays to use our roads, leaving UK businesses and taxpayers to foot the bill.</p>
<p>&#8220;The proposals I have set out today will ensure that all hauliers who use our roads are contributing to their cost, regardless of where they are from.</p>
<p>&#8220;I want UK hauliers to get involved and respond to this consultation to make sure that the final scheme works for them &#8211; helping level the playing field with foreign hauliers, boosting their market share and increasing employment and promoting growth in the UK.&#8221;</p>
<p>The proposed scheme will levy a time-based charge of around up to £10 a day for lorries of 12 tonnes or over using any road in the UK. The precise level of charges will depend on exchange rate and inflation at the time of implementation &#8211; likely to be 2015, subject to the legislative programme.</p>
<p>By law, the scheme cannot discriminate between UK-registered vehicles and vehicles from elsewhere in the EU so this charge will apply to all lorries but, for the vast majority of UK hauliers, this will not mean an increase in costs because the Government proposes to compensate them for the charge.</p>
<p>The most likely compensation measure will be a reduction in Vehicle Excise Duty for UK-registered vehicles.</p>
<p>For 94% of UK-registered HGVs over 12 tonnes, hauliers would not pay any more than now. Four per cent would pay no more than £50 a year more and a further 2% would pay slightly over £50, but the maximum extra cost would be £79. Even these small increases could be avoided by most vehicles if they were replated to carry a slightly reduced weight.</p>
<p>Under the plans, UK hauliers would pay an annual (or six month) charge for each HGV at the same time and in the same transaction as they pay its Vehicle Excise Duty. Foreign hauliers could pay daily, weekly, monthly or annual charges.</p>

<p>Licensing of transport operators has had a positive impact on road safety in Great Britain, where it has existed for over forty years requiring commercial vehicle operators to hold an ‘O-licence’ to carry goods connected with any trade or business on a vehicle over 3.5 tonnes, whether for ‘own account trade’ or ‘hire and reward’. However, this new legislation will mean that every goods vehicle operator in Northern Ireland, including ‘own account’, will now be legally required to hold an O-licence</p>
<p>Wilson concluded: “The Minister absolutely gets the importance of O-licensing to Northern Ireland, and we are encouraged by the confidence he has that it will be introduced by the April deadline.”</p>

There are political options to prevent it and it is imperative to learn from how BRIC countries coped with the last crisis.”</p>
<p>The fact that BRIC countries are outperforming OECD and EU countries results from their understanding that both systemic innovation and major investment in production tools, including in small and medium-sized enterprises that provide 85% of jobs, such as road transport companies, are instrumental in expediting real economic growth.</p>
<p>In order to avoid a new recession and restore sustainable economic growth in 2012, governments should recognise, as do BRIC countries, that road transport is a non-subsidised production tool, which interconnects all businesses in all regions, to all world markets with its high quality and unique door-to-door services, and should thus be promoted and further facilitated.</p>

<p>The integration process of the initial contract was completed in just six weeks, with HM Foods quickly seeing its expectations exceeded in terms of agreed key performance indicators.</p>
<p>&#8220;The size and scale of activities we have handed to Bibby demand sophisticated and precise reporting which the team have taken in their stride and delivered from day one without incurring any interruptions in service,&#8221; added Abbott. &#8220;We have no doubt that our joint expertise will push the boundaries of our business and uncover significant operational efficiencies.&#8221;</p>
<p>Expected pallet movements this year alone are in excess of 180,000 and the management and planning of the logistics platform, including routing, scheduling and communications is being handled by an onsite Bibby Distribution team at HM Foods&#8217; facility in Southall.</p>

<p>In simple terms, this means that if an organisation has been involved   at any stage in the supply of goods that have been illicitly diverted   from a bonded supply chain, it could be liable for duty – even if that   organisation is not directly responsible for the diversion but has   ‘means of knowledge’. Based on legal precedent,, this could simply   include knowledge of fraud in the market, in which the businesses   participate.</p>
<p>“Warehouse keepers and third party owners of goods, hauliers and   couriers handling the goods as well as wholesalers and retailers – in   fact anyone handling the product in the chain &#8211; can now be held liable   to the duty if it can be shown by HMRC that they knew or should have   known that duty was not, or would not be, paid on the product.” Says   Alan Powell of Alan Powell Associates, UKWA’s honorary advisor on excise duty matters.</p>
<p>Powell concedes, that as things stand, there may not be much that   businesses can do to avoid falling foul of HMRC. “Beyond carrying out   the usual due diligence when entering in to a contract, there is not   much that a company can do to protect themselves,” he says.  “Even   then, if VAT precedent is followed, due diligence may be no protection   if HMRC alleges knowing participation in a market tainted with fraud.”</p>
<p>HMRC’s anti-fraud powers come with the ability to impose harsh   penalties on anyone found to have held or dealt in duty-unpaid excise   goods outside of duty suspense (“bond”).   If a person knowingly or   even unknowingly handles such goods, there is now an absolute   liability to a penalty of up to 100% of the duty as “potential lost   revenue” on the goods.</p>
<p>This can be one element of a triple blow, as Alan Powell explains: “If   you are holding goods suspected of being duty unpaid, HMRC can detain   and seize the goods and refuse to restore them, meaning the overall   cost of those goods becomes a loss, in addition to losing the physical   stock.  What is more, HMRC can also make an assessment for any and all   stock put through a business that it believes to be duty unpaid.</p>
<p>“In essence, if you touch ‘suspect’ goods in the course of your   business, you will be deemed to be ‘contaminated’ and liable to   penalties and the full duty.”</p>
<p>“HMRC’s action plan and its enforcement is not theoretical. It is   happening now and businesses who believed themselves to be simply   ‘naïve’ are facing financial ruin.  It could happen to anyone –   suppliers, warehouse keepers, retailers, publicans, cash and carries,   hauliers.  HMRC want their money and are looking for every penny,”   concludes Powell.</p>
<p>Because the new system has very serious implications for anyone who   handles excise goods, UKWA is warning its members to take extra care   when handling or in any way dealing in such products.</p>

		<description><![CDATA[Bibby Distribution has bought a significant part of the English operations of haulage company MRS Distribution from the receivers. Under the terms of the deal, Bibby Distribution has taken over contracts with packaging manufacturer, Board 24 and industrial packaging firm Greif UK. It is expected to use up to 200 vehicular assets to service the contracts, which have been sourced by Bibby at very short notice. Bibby is a privately owned company and the directors are not revealing how much was paid for the MRS assets but stress that it was a cash deal. It forms part of a planned acquisition programme by Bibby Distribution, which has already seen the company acquire Taygroup in April 2010. Since taking over the contracts late on Friday 6 August, Bibby Distribution has already received praise from Richard McBride, Managing Director of Board 24. In an email to staff he said: &#8220;I am very pleased with the smooth transition of the operation. 			<content:encoded><![CDATA[<p>Bibby Distribution has bought a significant part of the English operations of haulage company MRS Distribution from the receivers.<span id="more-6178"></span></p>
<p>Under the terms of the deal, Bibby Distribution has taken over contracts with packaging manufacturer, Board 24 and industrial packaging firm Greif UK.  It is expected to use up to 200 vehicular assets to service the contracts, which have been sourced by Bibby at very short notice.</p>
<p>Bibby is a privately owned company and the directors are not revealing how much was paid for the MRS assets but stress that it was a cash deal. It forms part of a planned acquisition programme by Bibby Distribution, which has already seen the company acquire Taygroup in April 2010.</p>
<p>Since taking over the contracts late on Friday 6 August, Bibby Distribution has already received praise from Richard McBride, Managing Director of Board 24.  In an email to staff he said: &#8220;I am very pleased with the smooth transition of the operation. I would like to convey my thanks to the team at Bibby for their ability to make this happen at such short notice.&#8221;</p>
<p>Iain Speak, Chief Executive Officer of Bibby Distribution, added: &#8220;We are able to move quickly on acquisitions as long as they are complementary to existing operations and we believe that they can create value.&#8221;</p>
<p>&#8220;The market has been flat due to the recession and there are not many buyers out there.  Some company owners that would like to sell have been waiting to see if things improve, but it is now clear to everyone that the prices achieved two years ago won&#8217;t be back.</p>
<p>&#8220;We carried out these transactions because it made sense for us and we are very active in looking for fundamentally sound businesses that we can acquire in order to enhance and accelerate our growth strategy.&#8221;</p>
